Is sending private key encrypted e-mails illegal in the state of California? IE: the feds come knockin on my door and demand I give them my computer if I happen to send an encrypted e-mail?

It’s not a state issue — California does not (that I can find) have any laws that prohibit encryption.
There are federal laws on the subject — but many of them are in an ambiguous state, given that voluntary use of encryption falls within 1st Amendment protections — and electronic communications fall within 4th Amendment protections (theoretically – but check back tomorrow and the day after that).
So, there is very little likelihood of prosecution just for using voluntary encryption — but if your communications are overseas, all that can change without notice.
