Why do you need to run Internet Explorer as an administrator for some downloads?

Why do you need to run Internet Explorer as an administrator to download certain files on the Internet? What is the difference between regular and running Internet Explorer as an administrator?

    Some downloads are plugins that install the program attached to IE. Whatever the software installation you need administrator privileges.

    Every download of IE running can change the way your computer is running, for all computer users. To set the parameters that do not require administrator permission for certain things, you can change these settings in the Windows Control Panel (if you have the administrator password required).
