Mobile web usually refers to the Internet service that is provided to the phone. The web browser is the phone application that views websites. The two terms are mutually exclusive.

Mobile web is a dumbed down version of the real HTML web broswer. It’s set to not use as much data as a typical website would. They also limit some of the options/things that you can view on mobile web, but it’s alot faster and easier to scroll on a web site in mobile web format.
