    Hot water a brush and a rag with detergent will get the job done, unless you’re talking about corrosion.

    Steel wool and windex, DONT SCRUB THOUGH, or you’ll leave scratches in the chrome! Just rub firmly but lightly across the bumper. The Never-Dull is great for polishing if its fairly clean, but if its old and has some build up on it, go with the steel wool before you polish

    Many of the old Chrome bumpers had very little chrome and therefore, they tended to rust. Your best bet is to ship it to a place that does that kind of re-chroming. Or you can paint over it, like many people do with with their old cars.
