How well does chrome side sill stick to rust or do I have to grind up the metal first?

well, you best not try glueing the chrome piece on rust, it will pull away as the rust particles come loose from the base metal. And that will happen eventually.
DE-Rust, then paint and then stick it in place,
Some panels were held on with clips, you didnt mention if this was the case.
With clips, as long as the holes they go in are still ok, the trim should be ok, if the mounting holes are rusting out, eventually it’s by-by panel, usually somewhere down the road as you are driving

    rust is a continueing process. It will keep flaking and powdering .. therefore anything that you try to stick to it will eventually fall off. Take it all the way down to the bare metal or you will regret it very quickly.
