How to fix wavy screen on Internet explorer when scrolling up or down?

Any time I am on the Internet and I scrolll up or down, the screen gets wavy. THis is only after I reloaded the operating system on my computer, then Internet Explorer, Yahoo. ANy ideas?

    I am having the same problem with my toshiba satellite and i can not find any resonable anwsers. . .
