How can I get Internet Explorer to stop working mode NO Add-Ons when all the add-ons are enabled?

Internet Explorer has started to run at random in any way add-ons. I did what I could add something ons, and still has the yellow bar pop in the cup, saying: “Internet Explorer is currently underway with add-ons disabled.”

    Open Internet Explorer. Click on Tools, select Manage Add-ons, click Enable or Disable Add-ons.
